I can tell you on background that vape carts have been a tough issue to deal with. They are a totally awesome product that is VERY convenient. However, in our experience, nearly every manufacturer of vape carts including those sold by every other retailer has some "issues" with a small number of carts. This makes it very difficult for the retailer because, by law, the rules for returns are very strict (WAC 314-55-079(9)). We wrestled with this and tried to come up with a policy that provided as much assurance as possible to customers while following the WSLCB rules. Again.
